High rev cold start
WebMay 7, 2010 · Every morning when I start the car, despite leaving the key in the forward position for 30seconds plus, the car will rev up to 2k RPM and will not go down for ~1 minute or until I put some pressure on the engine, i.e. AC or gas. I have replaced: -TPS Sensor -Coolant sensor -Left and right upper bank O2 sensors. -IAC gasket -TB Gasket http://volvospeed.com/vs_forum/topic/66195-high-rpm-at-start-up-when-cold/

That warm up law just means you can't leave the car idling in place, there's no restriction on how the ecu behaves.
